    Looks like a lump of boitroidal haematite. They are heavy with a shiny appearance on the outside. Try scraping it on something it should leave a red streak.

    Leds do degrade over time usually only when they are being used. It is temperature that usually causes the degradation. If you over drive an led then its brightness drops off more quickly with time. If the torch has not been used then I would not expect the brightness to have changed much...

    I have heard of people using biological washing powder to clean bones. I haven't tried it myself but it is probably less smelly than waiting for it to rot.

    Easy way to drop 1.4 volts is just to put two silicon diodes in series. Each diode drops about 0.7 volts. Don't need to calculate current or anything. If you use something like a 1N4001 they can carry about 1A. If you need more current just use a bigger diode. The diodes go in series with the lead.
