I was wondering what everyone thinks the optimum hight from the top of the burner to the top of the stand should be ???

It kind of depends on the stove you have. Probably the best way is just to experiment with diffent heights 'til you get your stove to boil a given amount of water, in a controlled environment, until you get the shortest amount of time. Then you will have your answer...
