I'm pretty certain it's a euphorbia & the size makes me think it may possibly be a garden escapee. Where's it growing?

Another name is Spurge, or milkweed. It has a white slightly caustic sap.

its growing on an area of limestone grassland near my house pretty poor soil and quite exposed. these were in a sheltered area of trees i think

Poisonous too iirc.My mum got some of the sap in her eyes whilst gardening and came up in a gnarly old rash.

Digging around a bit I'm pretty certain that your plant is Euphorbia characias Wulfenii and that it's come from cultivation (maybe even your own garden at some time in the past).
