How do you comment on gallery pictures

Simple question, but cant find the answer.

If a photo has already been commented on then I can reply to it and add comments. But I cant see how to add comments to non-started on pics, only how to rate them.

There's a quick reply box underneath the picture and details information.

At the bottom of the page you should find a quick reply box, type your comment in there and enter, that's it.

If you rate a picture it also works as a comment, after you have rated it you can edit the comment left by the rating (the box will have nothing in it) and place your comment in there.

Thats the problem. I dont get that view Tomtom, i just get the picture and the ratings bubbles of 1-10. The only time I see the quick reply text box is if someone has already made a comment.
