Made 2 for my old man and his bullies, you'll want do do at least double cobra weave to get a nice thickness to the lead, single weave just feels too thin.

When you get to making the handle you'll want to fold the end to make the handle and weave up, trapping the folded over section to create the handle.

Second stormdrane, he does some excellent work, another weave you could use for a dog-lead is the same weave used in the TIAT/SLATTs rescue belt:

I suppose I'm a bit paranoid (especially about my dogs) but I think I would be afraid to use one on my dogs. If they should get away and get the collar hung up (on a fence, a gate, a tree, etc) they would never be able to break free with a paracord collar. An ordinary collar worries me enough as I remember one of Daddy's bird dogs strangling himself like that when I was a small kid (pre-school)

As S2000 says, I'd want something that's going to break eventually - so if you do use paracord, make sure there's some sort of weak link in there somewhere.
