Anyone out there have an idea where I can get a rucksack made to my own specifications?

Care to be a little more specific about what your "specifications" are? Are you speaking size wise, or feature wise? A more specific question will get you a more specific answer.
I suspect I might well have an answer, although it might scare you off.
You could ask Neil-1 he has done some bit of kit to his own specification.. could be worth a PM :)
when I was buying a pack the guy at the shop was telling me about a company that did it. I think it was a fairly local company (sheffield), though we were also talking about Rab bags so I may be mistaken

When I was in the Mountain Rescue we used to use a company near Kendal to custom make some of our sacs.
Don't know if they still bespoke kit but they used to have an excellent range of sacs at good prices.

Thanks all, to be more specific something along the lines of the PLCE bergen but with a larger volume ie a bigger opening easier to get a decent sized sleeping bag in. Similiar to the Webtex Ultimax but modified and not in DPM.

What sort of mod's are you looking for ?
The basic mods are double lid pocket above and below the lid that are little more generous, extendable lid, a larger front pouch on the main compartment, extra haulage strap and ice axe loops. The main compartment is to bigger in circumference.

Similar to a sabre 80-130 maybe ?
I can fit a hootchie with ropes and some snacks into the lid pocket on my sabre 45, so the size is there...
I think i know where your coming from on circumference though - if you can get a maggot in there on it's side there would be a lot more roon saved.
Similar to the sabre but I prefer the layout of the PLCE problem with the sabre and many I find is that with zips etc there is more to go wrong with them. The PLCE is nice and basic. And I wouldn't have to buy new stuff and I can use what I've already got.

Go with Charliefox's idea.
I've got several Aguille sacs - some of which were special order. The stuff really is top quality, built to last and the service is second to none. The will make the minor(ish) mods you want or even build a complet sac.
They are not the cheapest sacs (similar price to POD and other lower volume high quality UK made sacs) but they are definately worth every penny.
The make a lot of our fell rescuce bags as well.
Have you had a look at the Karrimor-SF 80-130 on www.2ndelement.com it is a PLCE bergan and it comes in black or olive.

RV-1 (http://www.tss-online.com/docs/content.asp) do a modified Berghaus Vulcan (http://www.tss-online.com/docs/Products2.asp?ProductID=605&ProductTypeID=5&Start=15). They have added extra zips on the back of the bergen so you can zip on a third PLCE side pouch.

Last week while off i got the oppurtunity to check out Berghuas new Bioflex packs. The guy in the shop let me load it up and I had a good walk round with. It was superb. The most comfortable pack I have had on in years.
My only problem with is that I would like to have pockets like the Vulcan. The sales guy said it will be only a matter of time before they use this harness system on all the large pack so I'll guess I'll wait. At €200 euros I can wait.

I dunno much about military packs, but I would recommend a Gregory Whitney, expensive I no for about £300 and need shipping from the US (altho u did mention u wanted a custom, which arent cheap)
Whitneys are huge and have all the compartments you mentioned, they also come in many size back and waist systems.
They are super rugged and very water proof all though not entirely,
Hope that could help, they have a fairly wide opening mouth and a separate sleeping bag compartment.
If you wanted military thats probs not what you had in mind, but you never know
