I think it's about tinder. I saw one of Ray's TV shows about the Sami (I think, could have been the Evenk) where they lined their moccasins with dried grass or straw. If you did that then if you wanted a fire then all you would need to do was to pull some out of your shoes & off you go.

Bingo! It's also been used as a cutting board for the skin.
