I've written a couple of articles for our site on Medicines. It is a subject that occasionally raises it head on this forum so hopefully this will shed some light.
Medicines - Licensing. What are the controls and restrictions on various medicnes and how does this affect us?
Medicines - Handling & Administering. While there are strict controls on who can prescribe a medicine to another person, anyone can administer that medicine. But it is for this reason we cannot carry prescription meds because to give our prescription painkillers to a casualty or someone else's Asthma pump we found in the lost property bin, is effectively 'prescribing'. Most people know what we should or shouldn't do, what I hope these explain are why.
