Layering is the way to go, a nice waterproof shell with some layers under so you can peel them off as needed. TK Maxx is great if you don't mind sifting through tons of stuff and maybe making several trips, but I've found some great finds there.
I'd personally opt for something that is water resistant or fully waterproof because I always seem to wreck my torches with water. There are tons of great tactical lights out there that are not too spendy. If you just need it for walking the dog, check out the streamlight a100.
I much prefer wool and find it both warmer in both wet and dry conditions. Wool is pretty amazing when it gets wet as the fibers absorb and encapsulate the water, which makes them better at keeping the water off your skin than synthetics.
My go to shoes are the Salomon Speedcross. These things have killer grip in almost all conditions and the lugs are spaced with are great for mud and wet. It allows the mud to fall off much better than other tread patterns.
I had it once when I was running a lot, I think the best remedy is rest and recovery. Basically get the inflammation down. Also stretching it on a roller or tennis ball may help.

Wow, love the design. Looks well thought out and built. Curious if the fabric is treated with anything to be water resistant? I assume I could probably spray it down with DWR?
